I'd like to give proper credit for this expression. I heard it in an item on SBS news tonight and I missed the name of the playwright. He was discussing a play he wrote about giving up alcohol and how he found that expectations of alcohol consumption were well-established in almost every level of society. If anyone knows who coined this, please add it in a comment.
